    • Certified by FEMA in Incident Command, WMD Response, Active Shooter Response, Disaster Response, and Event Security Planning;

    • The Department of Homeland Security (DHS) recognizes them as SMEs in Incident Response to Terrorist Bombings, Prevention and Response to Suicide Bombing Incidents, Understanding and Planning for School Bombing Threats, and Initial Law Enforcement Response to Suicide Bombing Attacks;

    • The USCG/MARAD-ISPS/MTSA recognizes them as Certified Facility Security Officers and for ISPS/MTSA Audits.

    All of M.A.T.E.'s instructors are State of Florida and Department of Homeland Security (DHS) certified instructors.     Michael Homer


    Michael Homer is the Lead Instructor and Owner of the Maritime Anti-Terrorism and Explosives (M.A.T.E.) Training Company. Michael is a retired, 32-year veteran of the Brevard County (FL) Sheriff's Office, and is an FBI-Certified Bomb Technician. He has served as the Patrol Supervisor and Seaport Compliance Unit Supervisor for Port Canaveral (the 3rd busiest passenger cruise Port in the world) since 2002. Additionally, his career experience includes Dive Rescue/Team Leader, Field Training Officer/Program Supervisor, Undercover Narcotics, Tactical Team, and K9/Unit Supervisor. Michael has been actively involved in Anti-Terrorism training throughout his entire career and is a State of Florida- Certified Law Enforcement Instructor.

    Ben Wheeler

    Corporal Ben Wheeler began his law enforcement career in 1995 as a Deputy Sheriff in Henry County, Georgia. As a deputy in Henry County, he was part of the law enforcement security force at Atlanta Motor Speedway for NASCAR races, as well as other large events. He was also part of a Special Response Team, which assisted other counties in the area with large unusual occurrences such as natural disasters and large scale special events, such as the 1996 Olympics, held in Atlanta, Georgia. In 1999, Ben moved to Brevard County, Florida where he started with the Brevard County Sheriff’s Office. Ben joined the Canine Unit and the Bomb Squad, working an Explosives Detection Dog. Ben is currently an FBI-certified Bomb Technician and Assistant Bomb Squad Commander as well as Explosive Detection Dog handler and trainer.

    Chris began his career in law enforcement in 1991 in the State of Ohio where he progressed through the ranks becoming the Chief's Executive Assistant for the Montville Police Department. Over the years, Chris has primarily focused his career in the area's of narcotics and became the Montville Police Department's first ever canine handler with his partner "Shiloh" forming and supervising a new multi-jurisdictional task force called I.C.E. (Investigative Criminal Enforcement.) This unit had successfully interdicted numerous narcotics violators on the roadways and within hotels and motels in the greater Cleveland area and is still in existence today.

    John has been in Law Enforcement since 2002 and is employed with the Brevard County Sheriff’s Office. He started his career as a road deputy patrolling the streets of a low-income development where crime was prevalent. John quickly gained valuable experience, promoting to Field Training Officer, where his primary duties were to train other Deputy Sheriffs to successfully perform the job of a law enforcement officer. During his tenure as a Field Training Officer, John became a state-certified instructor with the Florida Department of Law Enforcement and actively conducts advanced training within the department. John has attended several terrorism trainings (Train-the-Trainer) from several prestigious institutions including New Mexico Tech and the Anti Defamation League. He has also attended training in Commercial Motor Vehicle Interdiction and routinely conducts operations within the maritime environment. John has received numerous certifications through St Petersburg College in Maritime Security.

Additionally, his career experience includes Dive Rescue/Team Leader, Field Training Officer/Program Supervisor, Undercover Narcotics, Tactical Team, and K9/Unit Supervisor. Michael has been actively involved in Anti-Terrorism training throughout his entire career and is a State of Florida- Certified Law Enforcement Instructor.

    For more than a decade Michael has been combining Maritime Anti-Terrorism and Explosive Awareness Training for ship security personnel, ship staff/bridge officers, and terminal security personnel. He also served as the initial Sheriff's Office Incident Commander during the Crown Princess tilting/listing incident that injured over 200 people at Port Canaveral and several dozen other high risk incidents throughout his career.

    Michael is a member of the International Association of Bomb Technicians and Investigators and the International Counter Terrorism Officers Association.

Ben specializes in the identification and recognition of Improvised Explosive Devices (IED), Response to Bomb Threats, Search Techniques and Threat Assessments.

    Ben is a member of the International Association of Bomb Technicians and Investigators.

Chris is a charter-member of the Seaport Security Compliance Unit, conducting security inspections to meet Florida's Seaport Security Laws. His education includes Incident Response to Terrorist Bombings (certified instructor), Prevention and Response to Suicide Bombing Incidents (certified instructor) under the Department of Homeland Security, along with Prevention and Deterrence of Terrorist Activity at the Louisiana State University and is a certified Facility Security Officer (FSO). Chris has attended numerous anti-terrorism training courses and is a practicing Maritime Anti-Terrorism expert.

    John was recently part of the Sheriff’s Office Seaport Compliance Unit, ensuring that Port Canaveral is in compliance with regulations set forth by the United States Coast Guard (Maritime Transportation Security Act of 2002) and the Florida Department of Law Enforcement. The unit has ensured the successful mitigation of several issues involving access control, security, and training of the unarmed contract guards within the port.

    After a 2 year tour in Special Investigations Division, John has cycled back to his first love of road patrol and is a member of the Sheriff's Department Bomb Squad. John is also an active Maritime Anti-Terrorism practitioner and services as an instructor in Behavior Detection and Analysis, Commercial Motor Vehicle Interdiction in the Maritime Environment, Prevention and Response to Maritime Suicide Bombings, Surviving an Active Shooter Encounter, and Crime Scene Preservation.

    John is a member of the National Association of Field Training Officers.

    The threat from a lone gunman or a group of active shooter terrorists exists throughout the world and events throughout the United States in recent months and years have highlighted the risks that exist. Now, more than ever before, it is key that individuals and companies gain a full understanding and awareness of the risks and of the preventative measures they can take to mitigate the impact of gunmen and terrorists, including suicide bombers.

    MATE's instructors all have extensive experience in the field of law enforcement, anti-terrorism and Active Shooter scenarios allows us to offer an awareness package to companies and individuals, which can be tailored to your specific needs.

  • Managing Maritime High Risk Incidents

    Description:

    This course is designed for staff officers aboard ship to plan and manage a high risk (critical) incident that occurs at sea. Includes mass/large crowd control, large-scale disturbances, etc. Train with the professionals that managed the violent listing of the Crown PRINCESS with hundreds injured; investigated and made arrest of bomb threat suspect aboard the Carnival SENSATION at sea, and other critical incidents. From crowd control techniques, to barricade subjects-basic negotiation strategies/tactics, to evacuations, we have the experience to get you successfully through the High Risk Incident.

  • Crime Scene Preservation and Documentation (CVSSA 11-01)

    Mariners or other persons employed by a passenger vessel owner/operator who are likely to be designated as part of the vessel's security team. If not designated as "Vessel Security Officer", those who take this course should have working knowledge of vessel operations and maritime security matters.

    Description:

    This course meets/exceeds the USCG/MarAd "model course outline" for CVSSA 11-01. Taught by highly experienced professionals with more than a decade of actually investigating crimes aboard cruise vessels-from major thefts to assaults to domestic violence, from sexual battery to homicides, including a terrorist bombing threat aboard ship at sea.

    8-hour course meets the basic, minimum standards for certification 16-hour course includes above, along with 8-hours "hands on" practical exercises

  • Firearms Orientation / X-Ray Interpretation

  • Introduction to Narcotics and Contraband Detection/Identification

    Description:

    The threat from a lone gunman or a group of active shooter terrorists exists throughout the world and events throughout the United States in recent months and years have highlighted the risks that exist. Now, more than ever before, it is key that individuals and companies gain a full understanding and awareness of the risks and of the preventative measures they can take to mitigate the impact of gunmen and terrorists, including suicide bombers.

    MATE's instructors all have extensive experience in the field of law enforcement, anti-terrorism and Active Shooter scenarios allows us to offer an awareness package to companies and individuals, which can be tailored to your specific needs.

    Surviving an Active Shooter Encounter is suitable for businesses and organisations where there may be a concentration of people i.e. schools, hospitals, churches, offices, supermarkets, banks.     33CFR105, NVIC 03-03 CH2 Enclosure 10 requires EDD teams documented in a Facility Security Plan to undergo annual audits. Utilizing Enclosure 10 as a guideline, we audit your EDD teams using the US Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) National Odor Recognition Testing (NORT) which is the national standard for EDD's.

    Description:

    Our threat assessment process considers the full spectrum of threats (i.e. natural, criminal, terrorist) for a given facility/location. Using the "all threats, all hazards, all the time approach" we identify your threats and areas of vulnerability. We then identify cost-effective solutions to mitigate the threat/vulnerability.

    Additionally, our assessment examines supporting information to evaluate the likelihood of occurrence for each threat (Risk Assessment). Natural threats will involve using historical data concerning frequency of occurrence for given natural disasters such as hurricanes or other disasters. For terrorist threats, the attractiveness of the facility as a target is our primary consideration. In addition, the type of terrorist act may vary based on the potential adversary and the method of attack most likely to be successful for a given scenario. We will take all this into account in our thorough assessment process that is designed to give you full peace of mind.
